The Philadelphia DA’s office has appealed dozens of sentencing decisions by Judge Tracy Brandeis- Roman, including one in which she threw out the jury’s verdict. Prof. Marian Braccia tells the Inquirer that such an action is rare, and for it to happen repeatedly “really undermines the reliability of the whole system.”
